The Home Office has expanded the Study post licence priority service to include representative-related requests and follow-on CAS allocations, with additional eligibility criteria.

Changes in detail

  1. List of eligible SMS requests — Three new request types added to the priority service: "appoint a representative", "amend a representative", and "follow on CAS allocation requests".

Eligibility criteria for submission sheet requirement — Old position: "you must have printed the submission sheet if your request is to replace the authorising officer" → New position: "you must have printed the submission sheet if your request is to replace the authorising officer or appoint/amend a representative".

  3. New eligibility requirement for follow-on CAS requests — Added: "you must submit the further information-CAS request form for any follow on CAS requests".

  4. New general eligibility criterion — Added: "you do not have an open basic compliance assessment application (BCA)".

  5. Documentation guidance expansion — Old position: guidance applied only to replacing authorising officer → New position: "If your request is to replace the authorising officer or appoint or amend a representative, you will need to send the submission sheet to us."

Practical implications

Sponsors can now use the priority service for representative appointments and amendments, and for follow-on CAS allocation requests, potentially reducing processing times for these common administrative tasks.

Practitioners should note that clients with open basic compliance assessment applications are now excluded from using the priority service entirely. For follow-on CAS requests, ensure the further information-CAS request form is completed before submitting to priority service.

Representative-related requests now require the same submission sheet documentation as authorising officer replacements.
